New Delhi (Agency): In an endeavor to bolster government efficiency and enhance public service, Union Minister Dr. Jitendra Singh has taken the lead in preparing for Special Campaign 3.0. This campaign, scheduled from October 2nd to October 31st, 2023, aims to promote cleanliness (Swachhata) and expedite the resolution of pending matters within the Government of India. The Department of Administrative Reforms and Public Grievances (DARPG) will oversee the campaign’s coordination, with special emphasis on offices that engage in public service delivery.
Drawing inspiration from the successful Special Campaigns conducted in 2021 and 2022, Special Campaign 3.0 will focus on field and outstation offices with public interfaces. Cabinet Secretary’s active involvement has been sought to ensure the campaign’s success. The Nodal department, DARPG, will spearhead the nationwide campaign and ensure its seamless implementation.
The preceding campaigns demonstrated remarkable achievements, with over one lakh government offices actively participating. The collective efforts led to the reclamation of approximately 89.8 lakh square feet of space, generating revenue from scrap disposal amounting to Rs. 370.83 crores. Furthermore, 64.92 lakh files were reviewed, 4.56 lakh public grievances were redressed, and 8998 Member of Parliament (MP) references were addressed.
DARPG has issued comprehensive guidelines for the campaign’s execution, divided into two phases:
Preparatory Phase (15th September to 30th September, 2023) and Implementation Phase from 2nd October to 31st October, 2023.
The campaign’s progress will be tracked through the SCDPM portal (https://scdpm.nic.in). Nodal Officers from Ministries and Departments will log in to submit daily progress updates. Weekly reviews, conducted by the Secretary of DARPG, will maintain oversight. A consolidated weekly report on the campaign’s progress will be presented to the Cabinet Secretariat and Prime Minister’s Office.
Dr. Jitendra Singh commended the steady progress witnessed during the Special Campaigns of 2021 and 2022. Acknowledging the institutionalization of cleanliness and reduced pendency in government operations, he emphasized that continuous efforts and senior official monitoring will sustain these improvements. Special attention will be directed toward field and outstation offices with public interfaces across the country, with the aim of deepening the campaign’s impact. Special Campaign 3.0 is anticipated to bring about innovative practices and systemic reforms, fostering a conducive work environment.
