Karnataka Transport Minister Ramalinga Reddy has ordered the suspension of Senior Motor Vehicle Inspector Nisar Ahmed for alleged dereliction of duty in the illegal issuance of fitness certificates to vehicles registered in Gujarat. The suspension order was issued by the Commissioner of the Transport Department.
Officials said the irregularities came to light after the Gujarat State Transport Office’s e-detection team examined data on the Vehicle e-detection portal and detected discrepancies involving 41 vehicles. Records showed that these vehicles were inspected at Regional Transport Offices (RTOs) in Karnataka and issued Form 38(A) fitness certificates, despite passing through toll plazas in Gujarat on the same day.
According to officials, the approvals for these fitness certificates were granted by Nisar Ahmed, who was serving as Deputy Director at the Transport Commissioner’s Office in Gandhinagar at the time.
Following the discovery, the matter was immediately brought to the attention of the Transport Minister, who directed department officials to initiate prompt action. The Joint Transport Commissioner of the Bangalore City Division was asked to conduct a detailed inquiry and submit a report.
The inquiry revealed that Nisar Ahmed, posted as Senior Motor Vehicle Inspector at the Regional Transport Officer’s Office, Bangalore (Central), had renewed the fitness certificates of all 41 vehicles using Form 38(A). Further verification through the Department of Transport 4.0 software confirmed that the vehicles were physically present in Gujarat on the same dates they were reportedly inspected in Karnataka.
Based on these findings, officials concluded that the fitness certificates were issued without any physical inspection, in violation of the Motor Vehicles Act and relevant rules. Terming the act as serious misconduct and dereliction of duty, the Transport Commissioner ordered Nisar Ahmed’s suspension from service.
